Tar spot (Rhytisma acerinum)
The microscopic image shows an infected leaf with sclerotia. A consequence of monoculture.
Just like buildup of mold on pine needles and on the leaves of the willow, an ascomycete (Rhytisma) is the cause of tar spot.
